“Salus Populi Suprema Lex”

Appearing students of Graduation Third Year whose result have not been declared or if declared then original Marks-sheet has not been provided,due to delay in session as a result of gross negligence of the University,many times get deprived from admission in other Institute or Job even after being selected by qualifying examination.
I encountered problems in taking admission in Patna Law College due to non-declaration of result of Graduation Third Year by the Lalit Narayan Mithila University, Darbhanga.There was uncertainty as to the admission from General Category in Law School,BHU but was overall sixth position in the merit list of Patna Law College.Patna Law College was demanding Marks-sheet of Graduation Third Year for admission and at least one month time would be taken in the declaration of result by the Lalit Narayan Mithila University, Darbhanga.Answer Sheets were at the checking centre and Marks had not been posted.
However,after the order of the Vice Chancellor of the University, Confidential Marks-sheet was prepared for me by the Controller of Examinations of the University within five days.As last date of admission of first admission list got lapsed in due course,an additional time of three days were extended for my admission by the Dean of Students Welfare,Patna University after the request of the Principal, Patna Law College.
Once time was extended for me by the DSW,on the same line this relief was provided to some other students of the Patna Law College and even the Principal suggested students in my presence to approach to the DSW to take this relief by citing my case.
Once Confidential Marks-sheet was provided to me one month prior to the declaration of result by the order of the Vice Chancellor,on the same line this relief was granted to some other students by the Controller of Examinations itself without approaching to the Vice Chancellor including one who also obtained for admission in the Patna Law College.Therefore other students also got benefited by above two steps firstly initiated in my case.
On dated 15/07/2016 when i obtained Confidential Marks-sheet from the University for admission in Patna Law College,i had already been admitted in Law School,BHU in the morning of this day after making Online Payment and obtaining Payment Id, Allotment No and other descriptions through a Congratulation Letter generated online.Next day i went to Patna Law College to take admission symbolically considering efforts made in obtaining Confidential Marks-sheet and extending admission date.Thereafter next working day visited Law School,BHU and attended first introductory class and again next day went to Patna Law College and withdrew my admission and vacanted seat for admission of students of Non-Guaranteed Waiting List which would begin from next day of withdrawl of my admission.

I was aware of the fact that Patna Law College doesn’t refund Admission fee.Despite this i preferred to take admission symbolically by depositing Rs 1731 through Bank Challan.

is the motto of Patna Law College.There is no fault on part of appearing candidates if their result have not been declared.There is fault on part of the concerned University and students are not supposed to make victim of faults of the University.So,there must be some flexible rule for admission of appearing candidates. BHU has taken conditional admission of appearing candidates on the basis of Undertaking that they will submit Marks-sheet,CLC and Migration Certificate latest by 31st October 2016,failing which admission will stand cancelled and that they have obtained more than 50% Marks in first and second year of Graduation.Same rule should be followed by the Patna University and other Institutions.They should implement “Salus Populi Suprema Lex” in real sense,not exhibit only as the motto.

केंद्रीय सूचना आयोग के Prof. M. Sridhar Acharyulu (Madabhushi Sridhar), Information Commissioner के बेंच ने Abne Ingty बनाम CPIO, Delhi University,केस नं- CIC/SA/C/2015/901116,निर्णय की तारीख-15/01/2016 में दिल्ली विश्वविद्यालय और केंद्र सरकार की सभी शैक्षणिक संस्थानों को सूचना का अधिकार के तहत आवेदक को 2 रूपये प्रति पेज की दर से उत्तर-पुस्तिका की छायाप्रति प्रदान करने का निर्देश दिया है।
मेरे द्वारा राज्य सूचना आयोग में दायर की गयी शिकायत पर अभी तक सुनवाई नहीं हुई है,जिसमें दो रूपये प्रति पेज की दर से सूचना का अधिकार के तहत उत्तर-पुस्तिका की छायाप्रति प्रदान करने का अनुरोध किया गया है और ललित नारायण मिथिला विश्वविद्यालय,दरभंगा द्वारा मनमानीपूर्ण तरीके से 2000 रुपये प्रति उत्तर-पुस्तिका लेने का जिक्र किया गया है।
चूँकि अब केंद्रीय सूचना आयोग का निर्देश आ चुका है।इसलिए राज्य सूचना आयोग द्वारा भी ऐसा निर्देश दिया जाना चाहिए।राज्य सरकार द्वारा केंद्रीय सूचना आयोग के निर्देश से प्रेरित होकर 2 रूपये प्रति पेज की दर से उत्तर-पुस्तिका देने के लिए नियमावली बनाया जाना चाहिए।मिथिला विश्वविद्यालय को भी प्रेरित होकर नियमावली बनाना चाहिए।
जहाँ तक डिग्री-3 के परीक्षा परिणाम में गड़बड़ी का मामला है,काफी गड़बड़ियाँ हुई है।कई छात्रों को गलत तरीके से फेल कर दिया गया है और कई ने पहुँच पर अपना अंक बढ़वा लिया है।
कुलपति के निदेश के बाद लगभग सवा महीने पहले ही मुझे डिग्री-3 का मेरा Confidential Marks-sheet एडमिशन के लिए जैसे-तैसे तैयार करके दिया गया और अब रिजल्ट आने पर भी Confidential Marks-sheet का सारे अंक ही मेरे रिजल्ट में दिखाया गया है।हालाँकि overall Ist Class है लेकिन Economics Paper-VII में मात्र 41 नंबर दिया गया है।मैंने जिन-जिन को Economics Paper-VII परीक्षा से पहले पढ़ाया था,उन सभी को भी 50 नंबर से ज्यादा है।मुझे भी पेपर-VII का पुनर्मूल्यांकन करवाना है।
