I Rahul Kumar,would like to draw your kind attention regarding the protective policy of DM Samastipur and 5 NVS officers to principal,JNV Samastipur against my case against principal,JNV Samastipur to NHRC,case no-267/4/30/2012/OC.

Above noted officers are protecting/have protected principal. In respect of my complaint case no-267/4/30/2012/OC, Hon’ble Commission has directed the secretary, Union HRD ministry to take such action, as deemed appropriate. Accordingly, secretary forwaded to NVS, Commissioner. NVS, Commissioner directed one NVS, Headquarter officer to look into the matter. One senior officer of NVS, Patna was deputed to enquire the matter. The deputed officer of NVS, Patna submitted the report to NVS, Headquarter that I have not been expelled but have been issued TC on father request on poor health ground. After trapping and expelling me-after complaining against principal to NVS,Headquarter -principal had forced and threatened my father to write health based reason for the issuance of TC but I had been fit 1 months ago due to special treatment during special leave of approx 1 and 1/2 months. NVS,Headquarter sent me reply according to the report of NVS,Patna that there is no truth in my complaint.But Hon’ble commission has directed to dispose my complaint at the end of secretary.So if secretary directed NVS,headquarter then headquarter must had to keep my favour.

The following officers are protecting/have protected principal in following ways:-
1.The concerned deputed officer of NVS,Patna:- He only took report from principal and sent this to Headquarter.He didn’t enquire from the respective boys who were used by principal to trap me,other students and staffs.He didn’t consult to me.So he submitted prejudicially affected report to protect principal.Even NVS,Patna has refused to issue information regarding my questioning against the written complaint against the principal by referring to the Celsa Pinto V/S Goa State Information Commission,but out of 5,I asked 4 questions in the sense of what,not why.
2.DC Verma[Assisstant Commissioner,NVS,Headquarter]:-He sent me reply regarding my case against principal that there is not truth in my complaint because TC was issued to me on parents request on Health Ground. Same report he has submitted to ministry and NHRC. But how only on the basis of pincipal’s report, without considering my favour as well as enquiring from respective boys who were used by principal to trap me,other students and staffs,he can say that there is not truth in my complaint.As a PIO,he has refused to issue information regarding my questioning against the written complaint against the principal by firstly saying that my RTI application dated:-21.12.2011 was received without prescribed fee and when prescribed fee was sent then it was said that my RTI application dated:-21.12.2011 was not received.
3.SK Gurg [Assisstant Commissioner,NVS,Headquarter]:-After complaining against the atrocities of Principal to Headquarter,principal was saying that I have said him corrupt,I have complaint against him so principal didn’t want to keep me in School.This was informed to SK Gurg through telephone to his mob-09868855597 from 9471090180 on 3 Sept 2011. But he refused to say principal that why he was saying so.Consequently,on 14 Sept 2011,principal trapped me and expelled.In this way,he protected principal.
4.Girish Chandra Patani [Assisstant Commissioner,NVS,Patna]:- After complaining against the atrocities of Principal to Headquarter,principal was saying that I have said him corrupt,I have complaint against him so principal didn’t want to keep me in School.This was informed to Girish Chandra Patani also through telephone to his mob- 9431024821 from 9471090180 on 3 Sept 2011. But he refused to say principal that why he was saying so.Consequently,on 14 Sept 2011,principal trapped me and expelled. In this way,he protected principal.
5.Akhil Kumar Shukla[Deputy Commissioner,NVS,Patna]:-Application dated:-26.8.2011 for the issuance of TC was reported to Deputy Commissioner by principal.But in the meanwhile,application dated:-14.9.2011 for the cancellation of application dated:-26.8.2011 was given,which was rejected by principal.So on 28.9.2011,principal forced my father to write application again on health ground for TC.This was again reported by principal to deputy commissioner so that principal could remove the evidence against him.How this was reported for 2 times by principal to deputy commissioner?So there is something conspiracy.It might be possible that principal would confuse deputy commissioner.But it might be also possible that deputy commissioner would protect principal for signs for two times,as principal reported him two times.
6.District Magistrate,Samastipur:-After my expulsion,principal has fixed with DM Samastipur.DM is the chairman of Vidyalaya Management Committee.Under this fixing,principal forced the mother of Sanjeev Suman to complain to DM [Sanjeev was my alone friend, with whom principal trapped me only on sleeping with him,not in sexual condition after complaining against him] .This was artificially done after my expulsion so that principal can collect evidence in his favour to prove this thing in front of Hon’ble Commission that my father took TC on health ground as well as due to these reasons also. So DM has protected principal.I came to know about this thing on April,when I got the report of principal.
Therefore,you are heartly requested to enquire against my complaint and take action against my genuine grievance.
